UPDATE - Range Road and Dove Road Intersection Reopening starting September 11, 2020.Weather has delayed completion of the project.

Weather has delayed completion of the project. The roundabout construction at Dove Road, Range Road and the exit from I-94, will be complete and the roads opened to traffic on Friday, September 11, 2020.

Work includes constructing a roundabout in the intersection, and reconstructing approximately ¼ mile of Dove Road up to the previous reconstruction limits.

This project is financed by the St. Clair County Road Commission, the State of Michigan and the Federal Highway Administration at a total estimated cost for construction of $1,160,000. This is a joint contract with Martin J and Boddy Construction Company.

Starville Road over Beaubien Creek in Cottrellville Township will be closed starting August 10 for approximately 2 weeks.
Work includes removing and replacing the existing culvert. The closure period will be weather dependent.
Starville Road is closed from 800’ south of Markel Road to 1200’ north of Shortcut Road. The posted detour for the project will be Markel Road, Mayer Road, and Broadbridge Road.
Traffic will not be permitted across the Beaubien Creek during the closure. Local residents are encouraged to plan for delays due to construction. We request your cooperation and patience.
This project is financed by the St. Clair County Road Commission at a total estimated cost for construction of $225,000. The work will be performed be St. Clair County Road Commission Crews.

North Road Resurfacing is scheduled to begin August 3, 2020.
Resurfacing work on North Road, from Lightle Road to Keewahdin Road (M-136), is scheduled to begin on August 3, 2020.
Work will include widening and extending the right turn lane for northbound North Road at Krafft Road, and then placing a chip seal and thin overlay from Lightle Road to Keewahdin Road.
The project will begin with the right turn lane improvements at the Krafft Road intersection. This work will be completed under a lane closure utilizing flaggers. Following completion of the intersection improvements, the chip seal and HMA overlay will be completed under a lane closure utilizing flaggers.
Access will be maintained throughout the entire project. Local residents are encouraged to plan for delays due to construction. We request your cooperation and patience. Construction is scheduled to be completed by September 3, 2020. All scheduling and project dates are subject to change depending on weather and the contractor’s schedule. This project is financed by the St. Clair County Road Commission, the State of Michigan and the Federal Highway Administration at a total estimated cost for construction of $385,000. The prime contractor is Ace-Saginaw Paving Company.

Hough Road between Eagling Rd. & Braidwood Rd.
Bridge is Open to Traffic at 5:00pm, July 14, 2020

Bridge replacement on Hough Road between Eagling Road and Braidwood Road in Riley Township is complete. The road will be open to traffic by 5:00pm today, July 14, 2020. Construction included removal of the old bridge & gravel road base then installing an aluminum box bridge, concrete road slab, guardrail and seeding of disturbed earth areas. The purpose of this project is to replace a structurally defiance bridge that was closed to traffic for safety. This project was financed by the State of Michigan and St. Clair County Road Commission at a total cost of $350,000.
The prime contractor is St. Clair County Road Commission.

Sparling Road between Goodells Road and Emerson Road in Wales Township will be closed to traffic starting the week of July 13th, 2020.
Work includes removing the existing road paving, guardrail, and chipping & patching concrete bridge beams, then installing bridge beam fiber reinforcement, new guardrail, HMA paving, and restoration.
Sparling Road will be closed for approximately 40 consecutive days starting on about July 15th, 2020. Estimated completion date is August 28th, 2020. A detour will be posted during the closure of Sparling Road. The detour will be using Wales Center Road, Lambs Road and Emerson Road. Access will be maintained to local traffic within the construction zone, including homes and businesses, during the closure. Emergency vehicles will have access to local properties throughout the entire project. Access across Moore Creek on Sparling Road will NOT be permitted. Local residents are encouraged to plan for delays due to construction. We request your cooperation and patience.

This project is financed by the St. Clair County Road Commission, Millage Funds, the State of Michigan and the Federal Highway Administration at a total estimated cost for construction of $310,602.95. The work will be performed by Grand River Construction Inc.

Dove and Range Road Roundabout Construction is scheduled to begin July 16, 2020.
Construction of a roundabout at the Dove Road-Range Road-EB I-94 Exit intersection is scheduled to begin on July 16, 2020. Work will include constructing a roundabout in the intersection, and reconstructing approximately ¼ mile of Dove Road up to the previous reconstruction limits. The project will occur under a full closure of the Range Road and Dove Road intersection, in addition to the Exit 269 ramp from EB I-94, for a maximum of 50 days to permit construction. The posted detour for the closure will be Smiths Creek Road, Wadhams Road and Griswold Road. EB I-94 traffic should use Exit 266 Gratiot Road, and follow Range Road to the detour route.

Access will be maintained to local traffic within the construction and closure zone, including homes and businesses, during the closure. Local residents and emergency vehicles will have access to local properties throughout the entire project. Local residents are encouraged to plan for delays due to construction. We request your cooperation and patience.
Access to and from WB I-94 will be maintained, and access to EB I-94 on-ramp will also be maintained but only from north of the intersection. Construction is scheduled to be completed by September 4, 2020. All scheduling and project dates are subject to change depending on weather and the contractor’s schedule. Meisner Road between Belle River Road and M-29 in East China Township will be closed to traffic starting the week of July 13th, 2020. Work includes removing the existing bridge superstructure, installing new steel I-beams with concrete deck structure, new guardrail, HMA paving, and restoration. Meisner Road will be closed for approximately 95 consecutive days starting on about July 15th, 2020. Estimated completion date is November 6th, 2020. A detour will be posted during the closure of Meisner Road. The detour will be using King Road, Recor Road and M-29.
Access will be maintained to local traffic within the construction zone, including homes and businesses, during the closure. Emergency vehicles will have access to local properties throughout the entire project. Access across Belle River on Meisner Road will NOT be permitted. Local residents are encouraged to plan for delays due to construction. We request your cooperation and patience.

This project is financed by the St. Clair County Road Commission, Millage Funds and the State of Michigan at a total estimated cost for construction of $1,999,650.77. The work will be performed by Davis Construction Company.

Weed and Brush Control Program

St. Clair County Road Commission

The St. Clair County Road Commission will begin its 2020 Herbicide Weed and Brush Control Program on or after July 20, 2020.  Program completion, subject to weather and/or operational factors, is expected by August 15, 2020. 

The Daltons Inc., with offices at 8857 North Syracuse-Webster Road, Syracuse, Indiana, is under contract to the St. Clair County Road Commission to perform weed and brush control services in the road right-of-way on designated county roads in St. Clair County.  The method of application will be land applied by truck mounted spray units. 

The Road Commission Weed and Brush Control Program will involve the application of herbicides to weeds and brush at and around guardrails and at intersections.  The Program will be implemented to improve visibility of guardrail and safety for the vehicular traffic and/or pedestrians that use the county roads under the Road Commission’s jurisdiction.

The specific herbicide and specialty products utilized in this treatment will be as follows:

            Triclopyr                                             1 gallon                      mix per 100 gallons

            Metsulfuron                                      2 ounces                   mix per 100 gallons

            Non-ionic Surfactant                       1 quart                        mix per 100 gallons

            Drift Control                                      8 ounces                   mix per 100 gallons

            Dye                                                     Amount necessary to determine coverage

This Advance Notice and information is being supplied in accordance with the Michigan Department of Agriculture, Regulation No. 637 Pre-Notification Requirement.

If a property owner prefers their property not be included for treatment, they must complete an application form for a “No Treatment Zone” permit from the Road Commission no later than July 19, 2020.  As a condition of approval of this application, the property owner must agree to properly clear the road right-of-way abutting the subject property of weeds and brush.  Signs supplied by the Road Commission must be in place by July 19, 2020.  Posted areas will be omitted from the Program only if the area is clear of weeds and brush at the time of inspection by the Contractor and/or Road Commission personnel.

Bricker Road from Brandon Road to Webb Road in Kenockee/Wales Township will be closed from June 8 to June 10.
Work includes regrading area leading up to the railroad crossing and placing an asphalt ramp along with repaving the crossing area. The detour for the project will be O’Neil Road.

Traffic will not be permitted across the railroad tracks during the closure as the crossing surface is going to be removed. Local residents will have access to their property from either side of the railroad crossing. We request your cooperation and patience.

Mayer Road over Cooper Drain in St. Clair Township will be closed on June 4, 2020.

Work includes Regrading area where the culvert was replaced earlier this year and placing multiple layers of new asphalt pavement. This work will complete the work completed in February that involved removing and replacing the existing culvert.

Mayer Road is closed from 300’ north of Gratiot to Gratiot Road. The detour for the project will be Rattle Run Road and Gratiot Road.

Traffic will not be permitted across the Cooper Drain during the closure. Local residents are encouraged to plan for delays. We request your cooperation and patience.
