Transportation Permit Applications
- Transportation permits are required for commercial vehicle traffic using county roads which exceed the size and/or weight limitations specified by law. All transportation permits must be submitted via oxcart permits, please click the button below.
Agricultural Moves
- Movement of Agricultural Commodities at Legal Weights on Seasonal Routes during times of Weight Restrictions.
- Annual Seasonal Permit fee is $75.00 for each vehicle combination
- Proof of Insurance required prior to issuance
Building & Special Moves
- Insurance required prior to issuance
- $10,000 Continuous Surety Bond - Original (not a copy) (One bond will cover Extended Transportation permits, Single Moves and Building Moves
- Permit fee is $30 for five (5) days, excluding Saturday and Sunday
- No overweight or over width permits will be issued during the springtime weight restrictions, period, except in the case of a public emergency.

Extended Transportation
- Insurance required prior to issuance
- $10,000 Continuous Surety Bond - Original (Not A Copy) One bond will cover Extended Transportation permits, Building Moves and Single Move Permits
- $100 First permit / $25 each additional permit annually per truck and trailer combination-power unit (The permit will be issued for the Power Unit; however each overweight piece of equipment must have a separate application filled out so the Road Commission is able to accommodate your route accordingly.
- Permits will be issued for oversize or overweight vehicles or loads which do not exceed 12½ feet in width, 14 feet in height, 85 feet in length; and not to exceed 25% over normal axle loading, with no wheel to exceed 700 pounds per inch of tire width.
- Route approval will be necessary for overweight loads only. (Weight above normal axle loading not exceeding 25%) Please complete the route approval form prior to moving if you are making multiple trips and the power unit/load and route will remain the same you may put various for the date and only submit the form once.
- The Extended Transportation permit is not valid for building moves (i.e., mobile homes, portable offices garages, sheds, etc.
- No overweight or over width permits will be issued during the springtime weight restrictions period, except in case of public emergency.
Single Move
- Insurance required prior to issuance
- $10,000 Continuous Surety Bond - Original (Not A Copy)
- (One bond will cover Extended Transportation permits and Single Move Permit)
- $25 per Round Trip / $50 Multiple Trips Permit Fee - 5 business days (excludes Sundays)
- Maximum Allowable Gross Axle Loading
- Singe Move permit is not valid for building moves (i.e. mobile homes, portable offices, garages, shed, etc.)
- No overweight or over width permits will be issued during the springtime weight restrictions, period, except in case of public emergency.
- A request for an overweight permit will not be approved for a load consisting of more than one object, and in no event, shall any wheel load exceed 700 pounds per inch of tire width. However, permits will be approved for empty self-propelled earth moving equipment provided it does not exceed 850 pounds per inch of tire width.
Right-Of-Way
- A permit is required to construct, operate, use and/or maintain all work within the public right-of-way (please contact our office to obtain specific right-of-way information)

- A Certificate of Liability, Continuous Surety Bond or Irrevocable Letter of Credit (please refer to the permit fee schedule for appropriate amounts). Bonds or Letters of Credit will be released after the project has been completed, inspected and approved.
- Three (3) sets of Engineered plans. These plans must include all necessary grades, elevations, cross-sections, profile, details, specifications and materials to construct and restore the right-of-way to current Road Commission standards.

Contractors
Any contractor performing work in any road right-of-way must have a Certificate of Insurance on file in our office. Click here to see requirements.
Residential Driveway
A permit is required to construct, operate, use and/or maintain all work within the public right-of-way (please contact our office to obtain specific right-of-way information). This would include inspecting existing driveway(s) for new construction.
Payment is due at time of application. Please refer to the permit fee schedule for the appropriate fees.
An inspection of the purposed site is required prior to issuance of the permit, which is usually within 10-14 working days.
Commercial Driveway
To construct a commercial driveway (for the purpose of business operation), the following is required at time of application:
- Permit fee (please refer to the permit fee schedule)
- A Certificate of Liability, Continuous Surety Bond or Irrevocable Letter of Credit (please refer to the permit fee schedule for appropriate amounts). Bonds or Letters of Credit will be released after the project has been completed, inspected and approved.
- Three (3) sets of Engineered plans. These plans must include all necessary grades, elevations, cross-sections, profiles, details, specifications and materials to construct and restore the right-of-way to current Road Commission standards. Please refer to the entrance details for guidance in determining the extents of improvements that will be needed.
No construction work shall begin in the public right-of-way until the plans have been approved and the necessary permits issued by the St. Clair County Road Commission
Boring, Jacking, and/or Tunneling County Roads
In order to protect the public welfare and interests, certain safeguard provisions must be instituted with respect to all utility installations.
The minimum requirements are as follows:
- A permit fee (please refer to the permit fee schedule)
- Three (3) sets of plans to include all necessary grades, elevations, cross-sections, profiles, details, specifications and materials to construct and restore the right-of-way to current Road Commission standards.
- Applicable Surety Bonds, Cash Deposits and/or Letter of Credit (refer to permit fee schedule) and a Certificate of Liability
No construction work shall begin in the public right-of-way until the plans have been approved and the necessary permits issued by the St. Clair County Road Commission.
